KDiff3 available versions:

You can regularly update the PAF version by NAMP:
1. download latest .7z archive from: https://cdn.kde.org/ci-builds/sdk/kdiff ... -x86_64.7z
2. update the content of this archive inside KDiff3 Portable PAF
You can also:
1. grab the Windows client (ci-builds) from KDE repository https://cdn.kde.org/ci-builds/sdk/kdiff ... r/windows/
2. extract (in this example) the file 'kdiff3-1.12.0-windows-cl.exe' (it's a Inno Setup installer) using the free online service:
--> ezyZip at www.ezyzip.com https://www.ezyzip.com/open-extract-exe-file.html and
--> upload the file 'kdiff3-1.12.0-windows-cl.exe'
--> save the extracted .7z archive, unizp inside 'KDiff3Portable_1.12.70_x64.paf.exe\App\KDiff3\'
Note
the exe 'kdiff3-1.12.0-windows-cl.exe' cannot by extracted by InnoUnpacker by Jürgen Rathlev (it's build with a new Inno Setup version).
KDiff3Portable.ini:as you can see from the attached .ini file you need to:
1. delete the Qt entries (by TrollTech) from the registry
2. move the 'kdiff3rc' entry from '%USERPROFILE%\AppData\Local'
